All His precepts are sure (established, reliable, trustworthy). They are upheld forever and ever; They are done in [absolute] truth and uprightness: Psalm 111:7-8 ( AMP)

When do we say, we are sure about something, or somebody? In our life, we are seldom sure about anything. To become sure, we must have tested and tried it. Many scientific equations and formulas, were tested and proven right, hence the scientists and the students, who study them are sure of its correctness.  We are sure about our parents or spouse, that they would never do anything that would harm us, or put us in any manner of jeopardy. Being sure means trusting absolutely. Psalm, 111 says that our GOD’s laws and rules are sure, i.e. we can completely trust in HIS rules for us, for they are made by GOD to only make us better people and to prosper us and protect us.

In Jeremiah 29:11, our GOD promises us,  “For I know the plans I have for you,” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future.”  

The plans of our GOD are a success for sure, our plans may Fail, but not HIS. He ensures every good thing is given to us. Yes, failures are a part of life, sorrow and loss are a part of life, but that does not define us in entirety, it is just a phase, and we are sure that, what the enemy meant for evil, our GOD will turn it for good.
